I purchased this as a backing for my 4 Geartrac rail that I mounted on my center hatch of my Jackson Cuda. The plastic hatch on the Cuda is thin so I new I needed some backing and with the Fullback it satisfied that need. I is plastic and uses stainless locknuts. There are not any bolts supplied so you will need to buy some #10 stainless bolts. I am unsure of they are #24 or #32 since I found some in my shop. Great product and I am using it to hold my depth finder.
